It is a fact the economy of Southern California, the most heavily and longest regulated air pollution control region in the world has one of the strongest export economies in the world. The Clean Air Act and now Climate Change Control are business efficiency improving, waste reducing and life saving job growth engines.
The Congressional Budget Office must do a benefit assessment of the four decade history of the Clean Air Act. Lives saved, public and private property damages avoided, asthma rate and cancer rate trends and job creation. The CBO must then do a benefit analysis of EPA’s Climate Change Control regulations, including the anticipated Cap and Trade rule out of the Market Based Incentive Division.
The CBO will not do this. I have been petitioning the government since 2009 to perform a benefits analysis of Climate Change Control and the Clean Air Act history. What is the Congress afraid of learning? That cancer and asthma rates have stabilized and declined since 1970 while overall the economy has grown consistently in times of peace adding more jobs than lost from environmental regulation and creating new technologies, the jobs of the future?
The Center for Disease Control needs to do a study of cancer rates by state. The result will be that the lower income, less educated, Republican, resource intense states in the South and Midwest have higher cancer rates, more lung and heart disease, more asthma, greater income gaps among classes and shorter life span than those in the states that use a majority of their products.
Since the Federal government will not do this I request Deloitte, Price-Waterhouse- Cooper and Infosys to jointly fund these studies. First tackle the easily found, benchmark data on the four decades of the Clean Air Act. Then extrapolate trends, technology efficiencies, improvements and innovations into a jobs multiplier for every dollar spent on Climate Change Control to predict how many jobs will be added by EPA regulation.
Compare Texas, California and New York, the three largest states in the country. Does anyone ever hear of Texas as a world class leader in anything? The only thing Texas produces is energy, very dirty, illegal, Clean Air Act violating oil, natural gas and oddly enough a large amount of wind. Texas has tried repeatedly to sue the EPA to gut the Clean Air Act Operating Permits under Title V of the Clean Air Act, New Source Review and Best Available Control Technology. Texas has lost repeatedly in the lower level Federal Courts. The Supreme Court has ruled repeatedly since 1970 that these rules do account for cost and benefit and are not a uniform muzzle on economic productivity and growth.
The Supreme Court will be called on again to measure the personal treasures of every American health and private property protection for the greater good versus the dirty, cancer causing, old technology energy and jobs of a few low income, uneducated laborers with a short life span. The societal impact is clear: if you want to produce energy, clean it up. Follow the Federal Clean Air Act law and enforce it.
I know several states around the country are already joining suit to sue Texas for health and property damage costs to their economies from Texas’ 16 year violation of the Clean Air. Pay up Texas, or the Yankees will kick you out of the Union and send you back to Mexico.
